General Terms and Conditions of the Online Shop

General provisions

The online shop for selling tickets located at the www.zapori.si website (hereinafter also referred to as "shop" or "online shop") is managed by a public institute that is also an e-commerce service provider (hereinafter also referred to as "seller"). The General Terms and Conditions outline the functioning of the online shop for selling tickets and the users' and shop's rights and obligations as well as govern the commercial relationship between the seller and buyer. If you visit our website or use it for a purchase, you must agree to the general terms and conditions below, so please read them carefully.

The General Terms and Conditions of the shop are drawn up in accordance with the Consumer Protection Act (ZVPot-1), the Personal Data Protection Act (ZVOP-2), the Electronic Communications Act (ZEKom-2) and the current Obligations Code (OZ).

The General Terms and Conditions of the shop are also drawn up in accordance with the internal documents of the building users and the current Security Plan and House Rules of the commercial premises at Beethovnova ulica 3, Ljubljana.

These General Terms and Conditions apply to each purchase at the www.zapori.si website. The buyer confirms and accepts them when submitting an order on the website, which means they constitute a binding contract between the buyer and seller. The contract becomes binding when the buyer successfully makes a payment and when the provider immediately sends a confirmation message, as well as e-tickets and the corresponding receipt in electronic format, to the specified email address.

A purchase through the www.zapori.si online shop is deemed a purchase made in the territory of Republic of Slovenia, which makes it subject to Slovenian legislation.

A buyer is bound by the general terms and conditions that apply at the time the online purchase is ordered. A court of justice has jurisdiction in any dispute in accordance with applicable regulations.

It is possible to purchase products in the online shop without registering and logging into the online shop.

A user is a person using the online shop. A buyer is a user who submits an order through the online shop.

Orders through the online shop can be submitted 24 hours a day, 7 days a week. An order can be placed in either Slovenian or English.

The buyer can be a natural or legal person, depending on the information submitted when placing the order. The Study Centre for National Reconciliation reserves the right to change its terms and conditions without prior announcement or warning.

Prices

All prices are expressed in euros (EUR) and do not include VAT. SCNR is an atypical taxable person, so no VAT is charged based on Article 94(1) of the Value Added Tax Act (ZDDV-1). The prices online apply exclusively to purchases in the online shop and are valid at the moment the order is placed. SCNR reserves the right to change ticket prices without prior notice.

Purchase mode and user registration

The SCNR online shop enables to buy tickets as a "registered user" or as a "guest". Registration before purchasing is not mandatory.

Buying as a registered user: By registering, a user creates their profile, which enables them to track their order history and save time when entering data in future purchases.

Buying as a guest: If the user performs a purchase as a guest, their data is processed solely for the purpose of performing the order submitted, without being saved in the online shop system for future visits. For every subsequent purchase, the user will have to re-enter their data.

The process of buying a ticket

1. Buying a ticket

It is only possible to buy tickets online at the official site www.zapori.si. Tickets in the online shop can be bought at the latest one day before the scheduled visit time. Purchased tickets are valid solely for the exact date and time specified on each ticket. After the specified time, the ticket becomes invalid, and the buyer has no right to a refund if they are late or fail to attend.

2. Entering information

In the online shop, the user selects the desired date and time of the visit as well as the number of tickets to be added to the shopping basket. Due to space constraints, each timeslot is strictly limited to a maximum of 15 persons. To ensure an accurate number of places, it is obligatory to select and add to basket a free ticket for each child up to and including the age of 6. By clicking on the "Buy tickets" button, the system redirects the user to the next page, where they enter their contact information and billing address. The user may tick the box to save this information for future purchases, which opens the fields to enter a password and create a user account.

Editing and altering the shopping basket

To remove a ticket from the shopping basket, the user should click on the recycle bin icon on the right-hand side of the form in the shopping process. To add additional tickets, the user should click on the Back arrow in the browser's toolbar to return to the previous page for selecting timeslots.

At this stage of the online purchase, the user is free to change their shopping basket. All changes to the shopping basket are possible only until the moment of final confirmation, when the user clicks on the "Pay and submit order" button.

Important warning
This step is irreversible: After clicking on the "Pay and submit order" button, altering the content of the basket, changing the number of tickets or moving back to previous steps of the order is disabled. After confirming the order, the user is automatically redirected to an external banking website, UJP e-payments. The payment process is conducted in its entirety on a secure portal of the Public Payments Administration of the Republic of Slovenia (UJP), which ensures the highest level of security for financial information.

Completing the order and making the payment

Payment modes and purchasing for legal persons

In the next step, the user selects a credit card as the mode of payment; it is the only form of payment possible in the online shop. During the process, the buyer selects whether they are making the purchase as a natural person or as a legal person. In case of purchasing for a legal person, it is obligatory to enter a VAT ID and other information about the entity so that the invoice can be issued correctly.

Special security regime, entry conditions and building security

The prison cells are located in a building at Beethovnova ulica 3 in Ljubljana, which in turn is located within a high-security area with the status of an administrative area. Due to the nature and special status of the building, a strict entry regime applies. Mandatory identification of all persons is performed at the entrance to and exit from the building. This is necessary to ensure the safety of people and property, safeguard confidential information and maintain order within the premises. Each visitor must be identified properly when entering the building. Visitors may move only within a limited area or strictly accompanied by authorised employees. The authorised security service has the right to request every person entering or exiting to show an official identity document with a view to establish their identity and keep legally required records.

The extent of personal data collected: In accordance with regulations on building security, the security service keeps a record that includes the following visitor data:

  • name and surname,
  • type and number of official identity document,
  • name of the employee the visitor is visiting (or organised tour),
  • accurate date and time of and reason for entering and exiting.

A security guard in the building is authorised to verify a visitor's personal data by directly consulting their official identity document.

Video surveillance

There are video surveillance cameras installed on the building, but the video surveillance system is out of service and not in operation.

Identifying all visitors is a mandatory part of the purchase process. For each visitor, the buyer must enter the following information in the dedicated field "Visitor details" in the online shop:

  • type of identity document (identity card, passport or driving licence),
  • the number of the specified identity document.

All visitors are required to bring the physical identity document they have specified during purchase with them when visiting. In line with the security protocols of the building, visitors' personal data will be transmitted to the competent security service, solely for the purpose of keeping a legally required record of visits.

Before finally clicking on the "Pay and submit order" button, the buyer is obliged to verify the accuracy of all data entered as well as to familiarise themselves with and confirm these General Terms and Conditions. After the order is confirmed, the user is redirected to a secure payment website of the Public Payments Administration of the Republic of Slovenia (UJP), where the buyer reviews a summary of the order and securely completes the transaction.

3. Order review, invoice issuance and payment methods on the UJP portal

On the website of the UJP e-payments system, the buyer performs a final review of all information entered and selects the desired payment method. If the buyer wishes the invoice to be issued to them personally or to a company, they are required to mark the field to enter personal information. If the buyer does not mark this field, the system will issue an invoice with no user information specified (standard retail receipt) in line with the technical configuration. It is not possible to subsequently change such an invoice for a personalised invoice or a legal person invoice.

Modes of payment

The following payment methods are available within the UJP e-payments system:

  • Card payment: Diners, Discover, Mastercard and Visa.
  • Mobile payment: Flik.

Transaction security and conditions: Card payments and invoice issuing take place directly on the secure banking website of the UJP e-payments system. All transaction conditions, security protocols and terms of use are determined and implemented exclusively by the Public Payments Administration of the Republic of Slovenia (UJP). A link to detailed instructions is accessible on the website itself.

After the selection is confirmed by clicking on the "Continue" button, the UJP e-payments system redirects the payer to the website of the processing centre/payment service. The payer enters their card data there and follows the security instructions to make the payment successfully.

Errors during the purchase process and transaction interruptions

If the browser reports an error or other technical difficulties arise during the purchase, the buyer should check the transaction status in their online bank or their bank account before trying to purchase again. If confirmation for the desired ticket has not been displayed or sent, the transaction has not been made, and the order has not been completed. If the purchase is displayed in the transaction list in the buyer's online bank, the transaction has been made successfully. If the amount has been debited from their account, but the buyer has not received the ticket to their email address, they should immediately notify the controller at the official contact email of the online shop.

4. Successfully completed purchase and entering into a sales contract

When the payment process is completed successfully, the payer is automatically redirected back to the ticket provider's website, where a message that the purchase has been completed successfully is displayed. After the transaction is completed, the buyer receives an order summary with all the purchase details to their specified email address. A sales contract between SCNR and the buyer is entered into at the moment the buyer successfully places and pays for the order. On the date the contract is entered into, all the prices and other conditions become fixed and binding for both SCNR and the buyer.

Purchase finality and exception to the right of withdrawal

Before finally confirming their purchase, the buyer is obliged to carefully check all information on the order, particularly the selected date and time of visit, the number of persons and the total number of tickets. Because the purchase of tickets in the online shop is implemented directly with an electronic payment, it is not possible for the buyer to make subsequent changes to the order or withdraw from the purchase.

In line with Article 135(12) of the Consumer Protection Act (ZVPot-1), the consumer has no right to withdrawal in leisure services where the provider commits to fulfilling its obligations on an exact specified date or within at an exact specified timeframe.

In line with the specified legal exception, all online ticket orders are final and binding. Tickets bought through the www.zapori.si web portal cannot be returned, switched for tickets for another time or refunded.

Cancellation of visit due to force majeure and refund procedure

In case a visit to the prison cells is cancelled due to force majeure (technical difficulties in the building, security emergencies or other unforeseen causes on SCNR's side), the provider will fully refund the buyers. Each refund request is handled individually, in accordance with these General Terms and Conditions and with the applicable Consumer Protection Act (ZVPot-1).

A buyer submits a refund request electronically by providing the following information to info@scnr.si:

  • the purchased ticket (or a photo or scan of it),
  • information on the buyer and a bank account number for a wire transfer.

The organiser, SCNR, will make a refund, if successfully verified, within 30 days of receiving a valid refund request at the latest.

Issuing and receipt of invoice

After receiving a successful payment, SCNR issues the final invoice to the buyer, immediately sending it to their specified email address. The buyer can save the invoice electronically or export it in the standardised XML format.

Order cancellation by the provider

The online shop reserves the right to cancel a ticket purchase. This is done if the order cannot be completed successfully due to inaccurate information or the buyer not responding.

Entry conditions, opening hours and ticket format

Entering the building is possible during the opening hours of the prison cells:

  • Monday to Thursday: from 9:00 a.m. to 5:00 p.m.,
  • Friday: from 9:00 a.m. to 4:00 p.m.

The prison cells are closed on Saturdays, Sundays and public holidays.

Each purchased ticket is valid only for a single entry within the booked timeslot. You can enter the prison cells by presenting a printed ticket purchase confirmation or by showing an electronic purchase confirmation saved on your mobile phone or other portable device.

In accordance with the General Terms and Conditions, purchased tickets cannot be returned, changed or refunded, except in cases of cancellation due to force majeure [ZVPot-1].

Purchase security and data protection

During shopping and payment, SCNR ensures that personal data is well protected and that the purchase process is secure by protecting against abuse. Appropriate technological and organisational means are employed to protect the transmission and storage of personal data, orders and payments.

The buyer bears full responsibility for access to their system and for securely storing and protecting their user data and passwords. By submitting an order, the buyer guarantees that all information provided is accurate, correct and true.

For the purpose of fulfilling contracts and keeping records, the online shop securely stores entered data and order details of both registered and unregistered buyers.

More detailed information on the purpose of processing, legal bases, storage periods and data subjects' right relating to data processing are available in the Privacy Policy, which the user is obliged to familiarise themselves with.

Exclusion and limitation of liability

The provider makes every effort for the uninterrupted operation of the online shop, but assumes no liability for any consequences of using the online shop and its content. The provider is not liable for occasional interruptions to the operation of the online shop, for possible inaccurate information or for any material or non-material damage that arises due to the inaccessibility of the online shop, interruptions in its operations or the inability to use information provided there.

Despite every effort to ensure information is accurate and up-to-date, discrepancies can arise due to technical updates, schedule changes, urgent maintenance or emergencies in the exhibition rooms. Information on tickets, prices, visit schedules, the accessibility of individual collections or conditions of visiting can change before the provider manages to update it on the website. The provider reserves the right to change any information on the permanent exhibition, including ticket prices, descriptions, images and schedules, at any time and with no prior notice.

If the user buys a ticket for which the information on the website was incorrect or incomplete (e.g. wrong price or wrong type of ticket), the provider will inform the user of this immediately and enable them to withdraw from the purchase and receive a refund.

If, following a successfully submitted order and prior to visiting the exhibition, the user themselves discovers that information on the ticket or website was incorrect, they are obliged to report this to the provider immediately. In this case, the provider will enable them to withdraw from the purchase and receive a refund or to change their ticket for another bearing the appropriate date or category.

The provider reserves the right to discrepancies between the online descriptions, photos or virtual depictions of the exhibition and the actual situation in the exhibition rooms. Some photos or visual elements are for illustration purposes only and may not fully reflect the actual situation, size of exhibit pieces, lighting or the current arrangement of collections in the permanent exhibition.

The provider assumes no liability for the behaviour of visitors during an exhibition visit. It is the ticket holders obligation to ensure their own safety and to respect the house rules of the exhibition space and staff instructions. The provider is not liable for damage or injuries arising from an inappropriate or negligent use of the exhibition space infrastructure by the buyer.

Prohibition of and restrictions on taking photos and recording

In the entire part of the building where the prison cells are located, any kind of taking photos, video recording or audio recording is strictly forbidden due to the building's special status. Recording and taking photos in the prison cells are allowed only if prior written consent has been acquired.

Professional photography, recording for commercial purposes or recording for the media must be approved and confirmed in writing in advance by the management of the public institute. The media and other interested parties must send a request for consent in advance to info@scnr.si.

Complaints and dispute resolution

SCNR fully respects the applicable consumer protection legislation and primarily aims for any disputes to be settled amicably [ZVPot-1].

The complaint-handling process is confidential. The provider will respond to the complaint within fifteen days or inform the user how long the complaint handling will take. If the provider does not accommodate the buyer's complaint, it will inform them of the reasons for rejecting the complaint and of further dispute resolution possibilities. The provider will make every effort that any disputes are settled amicably as soon as possible.

The provider does not acknowledge any provider of out-of-court settlement of consumer disputes as competent to solve a consumer dispute a consumer might initiate in accordance with the Out-of-Court Settlement of Consumer Disputes Act. In Slovenia, consumer assistance and out-of-court settlement of disputes are provided by: European Consumer Centre Slovenia (EPC), Market Inspectorate of the Republic of Slovenia.

The buyer may also initiate legal proceedings before the court that has jurisdiction (based on the buyer's permanent residence).

Final provisions and coming into effect

These terms and conditions are available on the provider's website. At their request, a buyer may also receive them by email or by post.

The provider reserves the right to change these website terms and conditions, at any time and without prior notice. Any changes will be communicated to users and buyers on the https://www.zapori.si website.

A buyer is bound by the general terms and conditions that apply at the time of purchase (when the online order is submitted). Every time the user is about to submit an order, their attention is drawn to the general terms and conditions; by submitting the order, they confirm they are aware of and agree with them.

Each version of the terms and conditions is dated. An individual order is governed by the terms and conditions published on the website when the order is submitted.

The General Terms and Conditions of the SCNR online shop come into effect on and apply from: 1 September 2026.
